Homebuyers Survey - RICS Level 2 Survey for South East England

Buying a place is stressful enough without finding expensive problems once you move in. A RICS Level 2 Homebuyer Survey gives buyers a clearer picture of the property before contracts are exchanged. Especially if the house looks fine on the surface, but you want to know what’s really going on underneath that first impression. At Fitzgerald Surveying Services, we provide independent homebuyers survey inspections across South East England for buyers purchasing standard residential properties in reasonable condition. This homebuyers survey is designed for buyers, not lenders. Unlike a basic level 1 survey, a RICS level 2 survey also includes repair advice, an overall opinion on the property, and the option to add a market valuation if needed.

What is a Homebuyers Survey ?

This homebuyers survey is the most popular mid-level RICS inspection designed for conventional residential properties that appear to be in generally reasonable condition. Many still call it the homebuyers report, although the official name is now the RICS Level 2 Homebuyers Survey.

The Homebuyers survey involves a visual inspection of the accessible parts of the property carried out by an experienced RICS surveyor. The inspection covers the inside and outside of the building, roof spaces where accessible, visible structural elements, and areas showing signs of wear, damp, or movement.

During the survey, moisture readings are taken using a damp meter, visible timber defects are noted, and accessible sub-floor voids may also be checked where possible. The report then explains what defects were found, how serious they appear to be, and what sort of repair or maintenance may be needed.

A level 2 home survey does not include intrusive investigation work. The surveyor will not lift carpets, open walls, move heavy furniture, or carry out specialist testing of electrics, drainage, gas, or plumbing systems.

For buyers wanting practical guidance without jumping straight into a full structural survey, a RICS Level 2 survey usually sits in the middle ground quite well.

Is a RICS Level 2 Homebuyers Survey The Right Choice for Your Property?

Not every purchase needs the highest level survey available. In many cases, a homebuyers survey gives buyers enough detail to make a sensible decision without paying for a much deeper structural inspection. The age of the property, how it was built, its visible condition, and whether there are obvious warning signs all play a part when deciding which survey level makes the most sense. If the property is older, heavily altered, unusual in construction, or showing signs of more serious defects, a Level 3 survey may be the safer route. If you’re unsure, it’s always worth speaking to a surveyor before booking.

What’s Included in Our Level 2 Homebuyers Survey Report

Once the inspection is complete, you’ll receive a professionally prepared homebuyers report level 2 written in plain English. No padded-out wording. No overcomplicated survey language. Just clear information about the condition of the property and what may need attention now or later. Our reports are written for buyers, not surveyors. Everything is structured clearly so you can actually use the findings when deciding whether to proceed, renegotiate, or investigate further.

What the Level 2 Report Includes

A level 2 RICS survey is still a visual inspection rather than a destructive investigation. The survey does not include:

  • Specialist testing of electrics, plumbing, drainage, or gas
  • Lifting carpets, floorboards, or concealed coverings
  • Opening walls or ceilings
  • Specialist structural engineering analysis
  • External wall insulation inspections
  • Legal or planning advice
  • A market valuation unless selected as an optional add-on

Where concerns sit outside the survey scope, further investigation will usually be recommended.

Why Choose Fitzgerald Surveying Services for Your Homebuyer Survey

Fitzgerald Surveying Service provides an  independent homebuyers survey inspection across South East England for buyers wanting straightforward advice before committing to a property purchase. Every inspection is performed by an experienced RICS surveyor, and every report is prepared solely in the buyer’s interest without influence from lenders or estate agents.

We are fully qualified RICS members operating under strict professional and ethical standards. All work is insurance backed and carried out in line with recognised industry guidance. We are also members of RICS, RPSA, Checkatrade, the Federation of Damp, and the Infrared Training Center.

Truly Independent Survey Advice

A mortgage valuation protects the lender, whereas a RICS Level 2 Survey protects the buyer. Our independent, unbiased reports assess the property's visible condition and clearly identify any issues, helping you make an informed decision before exchange of contracts.

Repair Advice That Helps You Negotiate

A homebuyers survey includes repair and maintenance advice throughout. That information can be useful during negotiations. Buyers regularly use survey findings to request repairs, obtain contractor quotations, or renegotiate the agreed purchase price before contracts are exchanged.

Local Expertise Across South East England

Covering Buckinghamshire, Hertfordshire, Surrey, Oxfordshire, Bedfordshire and Berkshire, we have extensive experience with the property styles and common defects found across South East England, from period homes to modern developments.

Accuracy & Expert Trusted Advice

Our surveyors combine practical experience with specialist equipment to gather accurate findings during the inspection process. No survey can predict every future problem, but experienced surveyors know where warning signs tend to show up first.

Follow Up

Questions usually come after the report has been read through properly. That’s completely normal. We are available afterwards if buyers need clarification or want to discuss the findings in more detail.

Detailed Property Survey Case Studies

We deliver accurate property surveys across all project types, helping clients understand issues clearly and make confident, informed property decisions.

Jake did a fantastic job with our Level 3 Home Survey. He was professional, knowledgeable, and incredibly helpful throughout the entire process. While we were on holiday, he took the lead in organising both a drain survey and a structural survey, which made everything much less stressful. Jake also took the time to thoroughly review all the documents and promptly responded with clear, detailed feedback whenever needed. His communication and attention to detail were excellent, and it was clear that he genuinely cared about helping us make an informed decision. It was a pleasure working with Jake and the team. I would 100% recommend their services to anyone looking for a reliable and professional surveyor. Thank you, Jake! ⭐⭐⭐⭐⭐

Frequently Asked Questions About the Homebuyers Survey

Buying a property raises plenty of questions, especially if it’s your first time arranging a homebuyers survey. Below are some of the things buyers ask most often before booking a Level 2 inspection.

A homebuyers survey is a detailed visual inspection carried out by a qualified RICS surveyor before purchase. It highlights visible defects, repair concerns, and maintenance issues that could affect the property or future costs.

If you’re wondering what a level 2 survey is, it’s the mid-range RICS survey designed for standard residential properties in generally reasonable condition. It sits between the simpler Level 1 report and the more detailed Level 3 Building Survey.

The RICS Level 2 survey cost depends on the property size, age, type, and location. In most cases, the house survey cost level 2 ranges between £500 and £950 (+ Vat) for a standard residential property.

A Level 2 survey goes further by explaining defects in more detail, offering repair guidance, and optionally including a valuation.

Level 2 is generally more suitable for older standard homes, while a level 1 home survey works best for newer, straightforward properties.

Yes. Buyers regularly use findings from a level 2 homebuyers report to renegotiate the agreed purchase price or request repairs before exchange.

Most inspections take between 2 and 4 hours on-site, depending on the property size and accessibility. The report is normally delivered within a few working days after inspection.

Buyers often ask what a level 2 survey covers before booking. The survey includes a visual inspection of accessible internal and external elements, roof spaces where possible, damp assessment using a moisture meter, repair advice, condition ratings, and an overall surveyor opinion on the property.

A level 2 home survey is suited to standard residential properties in reasonable condition. A Level 3 survey is more detailed and usually recommended for older, heavily altered, unusual, or higher-risk buildings. For a clearer comparison, see our difference between Level 2 and Level 3 survey guide.

Not automatically. A standard level 2 homebuyers survey focuses on condition and repair advice, although a valuation and reinstatement cost can be added during booking if required.
