What is a Level 3 Building Survey?

A level 3 building survey is the most comprehensive RICS home survey available. Buyers still commonly refer to it a full structural survey or simply a structural survey, and in practical terms, that’s exactly what it is.

This survey is designed for properties where a standard visual inspection may leave too many unanswered questions. The inspection covers all accessible parts of the building in detail, inside and out, with the surveyor assessing visible defects, likely causes, repair priorities, and areas that may need further investigation.

Compared with lower survey levels, a RICS Level 3 survey goes much further. Insulation corners may be lifted in roof spaces where possible, visible services are observed in normal operation, contamination risks are actively considered, and escape routes are assessed as part of the inspection.

The report may also include repair cost guidance where agreed beforehand, along with a dedicated energy matters section covering insulation, heating, ventilation, and efficiency concerns.

What it does not include is destructive investigation or specialist testing of gas, electrics, plumbing, or drainage systems unless separately arranged.
