Building Surveyor South East England - RICS Level 3 Building Survey
Buying an older building or more complicated property without a RICS survey can turn expensive pretty quickly. A RICS Level 3 Home Survey is the most detailed inspection of all. It is designed for properties where condition, structure, or previous alterations need a closer look. At Fitzgerald Surveying Services, we offer independent level 3 building survey for buyers purchasing period homes, altered properties, and non-standard buildings. Unlike a lender valuation, this level 3 building survey is prepared entirely in your interest and includes a detailed report.

- Property Condition Report
What is a Level 3 Building Survey?
A level 3 building survey is the most comprehensive RICS home survey available. Buyers still commonly refer to it a full structural survey or simply a structural survey, and in practical terms, that’s exactly what it is.
This survey is designed for properties where a standard visual inspection may leave too many unanswered questions. The inspection covers all accessible parts of the building in detail, inside and out, with the surveyor assessing visible defects, likely causes, repair priorities, and areas that may need further investigation.
Compared with lower survey levels, a RICS Level 3 survey goes much further. Insulation corners may be lifted in roof spaces where possible, visible services are observed in normal operation, contamination risks are actively considered, and escape routes are assessed as part of the inspection.
The report may also include repair cost guidance where agreed beforehand, along with a dedicated energy matters section covering insulation, heating, ventilation, and efficiency concerns.
What it does not include is destructive investigation or specialist testing of gas, electrics, plumbing, or drainage systems unless separately arranged.
- SURVEY TYPES
Do You Need a Level 3 Building Survey? Is It
Right for Your Property?
Not every purchase needs the highest level survey, but some properties absolutely do. The age of the building, how it was constructed, the condition it appears to be in, and how much it has been altered all matter. A building survey level 3 is usually the safer option where there’s uncertainty around structure, hidden defects, or future repair costs. If you’re buying an older property, planning renovation work, or simply don’t want surprises after completion, this level of inspection gives far more clarity than a standard Level 2 report.
Best Suited For
Some specific scenarios require a level 3 building survey. Here are the conditions that make this detailed survey worth it.
- Properties built before 1900, including Victorian and Edwardian homes
- Listed buildings and period properties
- Non-standard construction, including a timber frame, cob, stone, or thatched buildings
- Homes with visible cracking, structural movement, or significant dampness
- Properties that have been heavily altered, converted, or extended
- Buyers planning refurbishment or structural works
- High-value purchases where the financial risk justifies a deeper inspection
- Properties where a Level 2 survey may leave meaningful uncertainty about the structures

Consider RICS survey Level 1 or Level 2 Survey Instead If
In some cases, a level 3 home survey becomes an unnecessary overkill. In those cases, a level 1 or level 2 survey makes more sense.
A level 2 survey will be enough if:
- The property was built after 1900 using conventional construction
- The buildings appear in generally reasonable condition
- There are no obvious signs of major structural movement or significant damp
- You want repair advice without needing a full structural inspection
- The property is a fairly standard residential purchase without any major risks

Consider a Level 1 Survey Instead If
Sometimes, you don’t even need to go as far as a level 2 survey. In such cases, a level 1 survey can cover your expectations. A level 1 survey is reasonable if:
- The property is modern or post-2000 construction
- The condition appears to good throughout
- You only want a straightforward visual overview
- No detailed repair guidance is needed
- The purchase is low risk without any obvious visible concerns

Your Level 3 Building Survey Report - What to Expect
The level 3 survey report is designed for buyers who want to fully understand risk, future costs, and the likely condition of the property before committing financially. Unlike lower survey levels, this report goes beyond simple condition ratings. It explains probable causes of defects, outlines recommended repairs, and gives practical guidance on future maintenance and likely works. The reporting is clear, properly structured, and written in normal language rather than technical filler.
What the Level 3 Report Includes
- Overall property condition overview
- Traffic light condition rating throughout the property
- Condition Rating 1 (Green) means no repair needed currently
- Condition Rating 2 (Amber) means repairs or maintenance are required
- Condition Rating 3 (Red) means serious defects needing urgent attention
- Ratings for all accessible inspected elements
- Summary of urgent risks and notable concerns
- Photographs showing visible defects or concerns
- Opportunity to discuss findings directly with your surveyor
Here are the few things even a level 3 survey report doesn’t cover:
- No specialist testing of electrics, gas, plumbing, or drainage
- No destructive opening of walls, floors, or ceilings without permission
- No asbestos testing, although suspected materials are flagged
- No valuation unless separately agreed
- No formal EPC assessment
- External wall insulation systems are not fully inspected

Frequently Asked Questions About the Level 3 Building Survey
Buying an older or more unusual property usually raises more questions than a standard purchase. Below are some of the things buyers regularly ask before booking a survey.
A structural survey is the older term commonly used for what is now called the RICS Level 3 Building Survey. The name changed under the updated RICS Home Survey Standard, but buyers still use both terms interchangeably. If you’re searching for a full structural survey, this is the survey you’re looking for.
Level 3 survey cost depends on the size, age, location, and complexity of the property. Most surveys fall somewhere between £600 and £1,500+, although larger or unusual buildings may cost more. Optional repair cost guidance can also affect the fee.
Most inspections take at least half a day on site, sometimes longer for larger or more complex properties. The report is normally delivered within a few working days after inspection.
A Level 2 survey goes further by explaining defects in more detail, offering repair guidance, and optionally including a valuation.
Level 2 is generally more suitable for older standard homes, while a level 1 home survey works best for newer, straightforward properties.
The difference between level 2 and level 3 survey inspections mainly comes down to depth. Level 2 is designed for standard residential properties and provides repair advice and condition ratings. Level 3 goes much further with structural analysis, probable cause assessment, energy commentary, concealed area inspection, and more detailed repair guidance.
In most cases, yes. Older properties use traditional construction methods and materials that often need a deeper level of assessment. A standard Level 2 survey may not provide enough detail where hidden defects or structural concerns are more likely.
Yes. Buyers regularly use findings from the report to renegotiate price, request repairs, or reassess whether the purchase still makes financial sense.
